Three charged with endangering a child

Katherine Carrillo, 20, Muhannad Abdel-Raouf, 21, and Almazen Abdel-Raouf, 22, have been charged by a Lubbock grand jury with endangering a child. A trial date has not yet been set.

According to an LPD report, on July 27, a front office staff member of Anatole Apartments notified the police of a child crying and standing at the front gates of the complex wearing nothing but a diaper in 100-degree heat. A similar incident occurred on July 17 but was not reported.

A staff member retrieved the child and brought her into the front office out of concern about the heat and the threat of traffic coming in and out of the complex and told police that the adult occupants apparently were not at the apartment.

Upon investigation, officers noted the substantial distance from the apartment to where the child was found, and on the second floor. Upon entering, officers noted the apartment floor was covered in trash and feces. While the apartment was considered unhygienic and not suitable for habitation, the officers reported the worst area in the apartment was in the child’s bedroom.

Officers photographed the apartment and distance from the apartment to the gate where the child was found crying on the hot pavement in a diaper, and returned to the leasing office, where CPS was contacted. A representative with CPS arrived and began his own investigation.

Officers attempted to make contact with the mother but were unable. She happened to arrive from work a little while later and was questioned. The other two occupants were also unavailable.

Regarding childcare, the mother told officers that the child usually goes to work with Almazen, where she later picks the child up, but officers noted that she had gone to Almazen’s place of work, casting doubt on the arrangement.

Carrillo told officers that the child had been in daycare but was not anymore, but the conditions of the apartment and the fact that the child was left alone led to her arrest.

Almazen’s brother, Muhanned, arrived after being contacted by police and stated that anytime the three of them leave the apartment, they made sure to lock both deadbolts on the door as well as the patio to ensure the child doesn’t leave the apartment alone. After police informed Almazen he was being placed under arrest, he requested that he be able to turn his car off, during which time offices located three clear bags that appeared to contain cocaine.

Police also located a dog on the patio of the apartment, which was covered in feces and provided no shelter. The dog was turned over to animal control services
