Winter is coming and it is time to pay attention to protecting pets that are kept outdoors.

Animals need proper shelter, water and food to survive Texas winters and it is cruel to leave them on their own and improperly cared for.

Under state law and the Safe Outdoor Dogs Bill which went into effect this past January, the new law says dogs must have shelter from “inclement weather,” which includes “rain, hail, sleet, snow, high winds, extreme low temperatures, or extreme high temperatures.”

They must have shade from direct sunlight, drinking water and an area that allows the animal to avoid standing water and exposure to excessive animal waste.

Dog collars must be made of “material specifically designed to be placed around the neck of a dog”, ie no heavy chains or weights. Restraints must also be no shorter than 10 feet long or five times the dog’s length.

Additionally, the new law eliminated the 24-hour rule that previously barred law enforcement from intervening if an animal was observed in inhumane or illegal conditions. This could make all the difference in a life-or-death situation.

Violations can bring a fine of up to $500, while those with a previous conviction for illegal restraint can get up to 180 days in jail.

The law does not apply to hand-held leashes while walking a dog.

Animals should always be treated with the utmost respect and stop tolerating the barbarity that many are forced to endure.
