There’s an elephant in the room that nobody talked much about concerning the overwhelming voter approval of Proposition 4 on the November 4 constitutional amendments ballot. Prop 4 is supposed to dedicate up to $1 billion a year for 20 years to the Texas Water Fund.
Here’s the rub. If collected sales tax revenue does not exceed $46.5 billion in a state fiscal year, then no money will be transferred…
