$20 billion from Proposition 4 is far short of state water funding needs

There’s an elephant in the room that nobody talked much about concerning the overwhelming voter approval of Proposition 4 on the November 4 constitutional amendments ballot. Prop 4 is supposed to dedicate up to $1 billion a year for 20 years to the Texas Water Fund.Here’s the rub.
